Issue: HIV/AIDSHIV/AIDS as a global health issue requires synchronized efforts by political, economic, social, religious and health agencies all over the world. The World Health Organization (WHO) and the United Nations try to provide the needed directions and collaborations. But the task requires levels of trust, good will, assistance and persistence on the part of all countries. In 2000 the United Nations Millennium Declaration set forth achievable goals such as eradicating extreme poverty and hunger, promoting gender equality for the empowerment of women, and combating HIV/AIDS, malaria and other diseases. It is 2006 and poverty remains the primary factor impeding even the partial fulfillment of the above goals. Stigma and discrimination combine with poverty to obstruct further public health efforts.
